The salary structure of Central Government employees in India is revised approximately every 10 years through the constitution of a Pay Commission. With the 7th Pay Commission (CPC) recommendations having been implemented in 2016, the anticipation for the 8th Pay Commission is growing rapidly. What is the 8th Pay Commission?

The 8th Central Pay Commission is the forthcoming administrative body that will be set up by the Government of India to review and recommend changes to the salary structure, allowances, and pension benefits of Central Government employees and pensioners. While the government has not yet officially constituted the commission, historical trends suggest it should be implemented around January 1, 2026.

Key Component: The Fitment Factor

The "Fitment Factor" is the most critical number in any Pay Commission. It is a multiplier used to convert the existing basic pay into the new basic pay. It accounts for inflation and real wage growth over the past decade.

  • 7th CPC Fitment Factor: The previous commission used a factor of 2.57. This meant a person earning ₹100 basic pay saw it jump to ₹257.
  • Expected 8th CPC Fitment Factor: Unions are demanding a factor as high as 3.68. However, analysts predict a realistic range between 1.92 and 2.28. Our calculator slider now allows you to test from 1.00 onwards for full flexibility.

Understanding HRA (House Rent Allowance)

HRA is a significant component of your salary. In the 7th CPC, HRA rates were revised to 24%, 16%, and 8%, which later increased to 27%, 18%, and 9% as DA crossed 25%. Under the 8th Pay Commission, these slabs are expected to be rationalized again.

This calculator offers Standard Slabs based on city category:

  • Class X (Metro): Typically 30% of Basic Pay.
  • Class Y (Tier 2): Typically 20% of Basic Pay.
  • Class Z (Others): Typically 10% of Basic Pay.

How This Calculator Works

We use the standard Pay Commission logic to estimate your salary:

  1. Step 1 (Revised Basic Pay): We take your current 7th CPC Basic Pay and multiply it by the Fitment Factor you select.
    Formula: New Basic = Old Basic × Fitment Factor
  2. Step 2 (HRA Calculation): HRA is calculated on the new basic pay using the percentage you enter.
  3. Step 3 (DA Reset): When a new commission is implemented, the Dearness Allowance (DA) usually resets to 0% because the inflation component is merged into the new basic pay.
Understanding the "Pay Matrix": The Pay Commission doesn't just increase salary randomly; it fits employees into a "Matrix" of Levels (1 to 18). This calculator provides a mathematical estimate, but the actual government table may round off your salary to the nearest higher slab in the new matrix.

Why the Demand for a 3.68 Fitment Factor?

Employee unions argue that the minimum basic pay should be raised to ₹26,000 (from the current ₹18,000). To achieve this, a fitment factor of roughly 3.68 would be needed. However, the government considers fiscal deficit and budget constraints. Our calculator allows you to slide the factor up to 4.00 to visualize this "Best Case Scenario."

Impact on Pensioners
